What is behind this video
New dielectric oil tends to be treated as a closed input: it arrives, it goes in, it is assumed good. Yet the dielectric strength of an oil degrades with moisture and particles, and neither depends on the original formulation of the fluid. They depend on storage, transport and handling on site — all of which happen after the oil left its source.
That is why the breakdown test is run before loading, not after. The test applies rising voltage across two electrodes at a standardised gap inside a sample of the fluid, and records the voltage at which breakdown occurs. It is repeated several times on the same sample and averaged, because a single reading can be pulled down by a particle crossing the gap.
In the documented case of a 2,000 kVA transformer holding 1,462 litres of oil, that test was run before loading. The new oil, still outside the unit, averaged 19.79 kV across five runs with readings as low as 12.0 kV, against the reference criterion above 30 kV. The finding questions the input, not the equipment or the work.
