What is behind this video

A maintenance job ends twice: when the equipment goes back into service, and when what was done is put in writing. The second part is what tends to be missing. Without a protocol, the work reduces to an invoice and the word of whoever performed it, and the next intervention starts from zero with no baseline to compare against.

A useful protocol is not a pass stamp. For each test it should carry the measured value, the criterion it was compared against, and the verdict that follows from that comparison. It should identify the instrument used and its calibration status, because a number without traceability is not evidence. And it should separate what was resolved from what is still open, with a concrete recommendation for each open item.

That separation is what makes the document operational. In the 115 kV substation case the overall verdict was good, and the handover still included a short, ranked list: replace the manual mechanism on one breaker, follow up on the breakers with the highest contact spread, and complete the diagnosis of the main transformer with a test that was not in the contracted scope. Without that list the report would have been a pass and nothing more.

With the evidence in hand, maintenance can review the intervention, explain the open items to operations and quality, and schedule the follow-up with dates.
